Cedar is working with a leading public sector organisation to appoint a Head of Procurement. The position will involve leading the procurement function to support the organisation's objectives and ambitions. You will use your expertise to make cost savings across the organisation and improve the procurement function, helping to minimise risks and develop new policies and strategies along the way ensuring best practice is demonstrated.
You will ensure compliance and governance is in place across all areas of spend and that processes are followed across the organisation. You will develop new methodologies and category strategies to ensure value for money is met, managing and reporting through effective P2P financial systems.
·Leading complex procurement activities through EU/OJEU process ensuring compliance is met and minimising the risks of legal challenges.
·Introducing and providing the framework to embed category management for all strategic non-pay expenditure.
·Analysing non-pay expenditure and applying appropriate procurement strategies to deliver value for money.
·Developing policies and metrics to improve best practice throughout the organisation.
·Providing procurement expertise and advising continuously.
·Managing suppliers effectively.
·Writing and reviewing bids with stakeholders.
·Overseeing all tenders across indirects.
·Promoting collaboration by developing relationships between the organisation and its external stakeholders.
·CIPS qualified or working towards.
·Must have gravitas and excellent communication skills at all levels.
