I am looking to speak to candidates about a part time Head of Finance role for a Housing Association with some exciting plans for the future. The organisation needs three days of work completed but this can be organised in a way that suits the individual. This role will be a firm part of the Senior Leadership Team. The organisation has a supportive Board and already strong Senior Leadership Team, this role is a great opportunity to work in a challenging capacity, with a lot of visibility and on a flexible basis.

Systems and processes have recently been updated so the inherited function is ready to support the following tasks (where level 2 is completed on a more regular basis than level 3).

Bank and Cash
Level 2)
·Treasury management/investing spare cash
·Cash flow forecasting and management

Level 3)
·Review of treasury management


Level 2)
·Annual calculation of rents on all properties in accordance with the law
·Rent arrears management including liaison with the Housing Manager
·Calculate and post to Sage monthly rent debit
·Reconciling rent accounts to rent debit posted

Service Charges

Level 2)
·Ensure service charges are in line with HCA regulations and are fair to tenants
·Review service charges for appropriateness


Level 2)
·Calculation of monthly salary and deductions (HMRC/pension etc.)
·Preparation of salary and other relevant payroll data
·Liaison with HMRC as necessary
·Monthly payments to HMRC
·Posting all payroll entries to Sage
·Liaison with pension/life insurance provider
·Timely online payment of salaries
·Liaison with pension adviser/scheme and administration of pension payments
·Liaise with/provide data to outsource payroll provider

Accounting and Reporting
Level 2)
·Preparing management accounts and journals
·Presenting management accounts to Board/ARC
·Main point of contact for annual external audit
·Preparation of annual financial statements
·Prepare financial analysis for management as requested
·Keeping abreast of key accounting developments and changes to GAAP

Control Environment
Level 2)
·Internal audit
·Service charge review
·Rent compliance audit
·Communication with staff re key controls and probity etc
·Annual update of Financial Regulations

Level 2)
·Ensure compliance with loan facility reporting obligations
·Arrange drawdowns/repayments in line with cash flow forecasts
Level 3)
·Maintain relationship with Bank and any other lenders
·Manage and report on financial covenant compliance
·Arrange refinancing at appropriate intervals/arrange and liaise with advisers

Planning and Budget
Level 2)
·Work with CEO/OD on management issues as necessary
·Look for and implement continuous process improvements
·Seek ways to improve visibility of rent payments and hence improve arrears
Level 3)
·Writing finance related Board and ARC papers
·Board/ARC attendance and liaison

Level 2)
·Move HA towards modern rent collection processes
·Eliminate cash from the organisation
·Assess feasibility of automation of Pyramid to Sage, hence reducing manual intervention
·Improve fixed asset accounting/create register
